As Gossen says, there's a commission who's in charge of putting up the necessary tests and if Floyd wants to dictate he's own rules then he needs to put up his own commission.

From an objective point of view:

If the P4P#1 fighter was going to fight P4P#2 fighter, but the P4P#2 fighter thinks the P4P#1 is on steroids and won't fight unless he gets rigorously tested, I'd think the P4P#2 fighter is making **** up because he's afraid to fight.
