    Ray Robinson, no question.

    He fought EVERYBODY. In Ali's days, it was easier for fighters to have media exposure, so a lot of Ali's opponents were well known by the public. Ray Robinson's opposition is inderrated due to this fact. Fighting from 134 lbs all the way up to dominating the middleweight division is quite a feat. Robinson even fought multiple times a month and was still extremely consistant for how much work he put in. Ali's great, but half of his known opponents wouldn't have been known if it weren't for Ali's hype for fights, which in turn makes his opponents seem like they are better than they are. Just like the person earlier who listed Ali's resume, he threw Chuck Wepner in there as if he was a credible opponent, along with Leon Spinks, hahah.

      Yes SRR fought many times and often. But with every fighteer back then who had 100fights and 90 wins, you also got the other side of the coin with people with 40 losses etc. Thats how it was back then for the great fighters and journeymen as well.

      Pac on the other hand has been fighting top tier guys for the last 10 years nearly and really only lost to Morales who is no pushover.

                Robinson, and with room to spare.

                There's a strong case for Ali as #2 OAT, but there are those who will argue that Ali isn't the greatest HEAVYWEIGHT of all time (personally, he's my pick, but just saying...).
