This fight only had a few months to build up a fight because of Pacquiao's last fight with Cotto. Unlike the Mayweather-Marquez "fight" where everyone knew was just a staged tune up sparring session for floyd against a much smaller fighter, with Pacquiao-Cotto, No one knew who would win.

They needed to build a superfight fast, much faster than any huge PPV than ever before.

The pre fight hype is definitely working. Pacquiao Mayweather will fight.

Agreed. I'm not sure that this is a planned conspiracy, but it wouldn't surprise me if this was a tactic of the Mayweather camp not just to psychologically unsettle Pacquiao but to sell the fight as well.
