probably because they didn't realize at the time the random blood tests mayweather wanted could occur on the day of the fight or the day before the fight, which pacquiao doesn't want. It's not about the blood tests, it's about when they are taken. Pac's stance is he believes it will weaken him if it's close to the fight, so again, for the billionth time, the issue is when would the cut off date be for these tests to stop, if any.

If that was the issue then why did their counter-proposal (the OFFICIAL one, not what they told a reporter) have testing done at the initial presser, 30 days before the fight and right after? Why wouldn't they propose something in between?

No Pac doesn't want blood test within 30 days or Random period. Day of the fight is one thing, requesting a 30 day cut off is another. Thats not even close to being Olympic Style.
