Why'd he do it, NSAC asked him to, not Morales.

It was his first time blood getting drawn close to the fight. He probably doesn't know the effect back then. And NSAC is the commission that requires this before any fight.

Pacquiao is the one who is refusing to comply, no? It's not Mayweather's fault that Pacquiao doesn't want to submit to random blood testing. If Mayweather had walked away from negotiations because of one of Pacquiao's requests, then you'd be able to say that he's ducking the fight. Dumbass.
