Yes, Don King has kept Meehan on the shelf for far too long.
This is the first I've heard of Meehan-Chagaev, but it would be an interesting fight if it happens.

They announced this fight in November for 1/19, and it has completely disappeared since then. No one seems to know what happened.

Meehan is a strange fighter. So up and down.
He fought Brewster brilliantly then fails against Rahman.
This is a decent fight though if the right Meehan shows up for it.
Seems like on that side of the world, more fights fall through than should.
