    Of course. He doesn't even need to beat Berto. If he beats whoever's number one (that's between Mayweather and Pacquiao), he becomes the new number one.

        Well he currently has the strongest lineal claim as WW champion and just beating Berto alone makes it hard to argue against him being the real WW champion for at least the time being as he will have picked up a strap and beaten an unbeaten title holder.
