The weight penalty goes to both boxers and Pacquiao is just making sure Mayweather knows he has to be 147 or below that. So if Mayweather does come in overweight, he will be bitched slapped in his wallet. Mayweather might come in 148 or something and not come in the agreed weight like he did with Marquez but now he wont because he NEEDS the money.

    The difference in this fight is Mayweather NEEDS the money and Pacquiao doesn't.
    1. Because if you look closely, it is very unusual for fighters to go up in weight and destroy bigger guys. Even ATG's Sugar Ray Robinson, and Sugar Ray Leanord, and Tommy Hearns did not do that. They outskilled their opponents and then took them out. Besides, the testing would be great way to clear Manny's name, wouldn't it?

    2. NSAC is clearly not doing its job. Margarito got away with the plaster recently.... And no, they still cannot detect certain drugs such as HGH in urine. They are currently working on a urine test for it. HGH as of now can only be detected through blood samples and bone marrow samples.

    3. Floyd is smart, very smart. He is doing the right thing by making Pac do the random testing. If you had a brain, you would understand it.

      Urine tests are proven to be more accurate and more expensive than blood tests to detect any perf drugs or steroids. You can take urine tests even daily. So your point is borne out of lack of info

        You are stating a proposal that was given by team pac at the start of negotiation, why didn't team floyd just made a counter proposal?! When they leaked those details out to the press the negotiation came to a complete stop, and why is that?! Because now team pac has to or forced to deal with the press and everybody who is somebody in boxing, and try to defend themselves. What is floyd's motivation in instigating chaos in the middle of negotiation?! You tell me that!!

          Pacquiao started PROFESSIONALLY boxing at 16 years old. He was 106 at that weight. Floyd was 106 at that weight. Pacquiao is 140-147 at 30 years old. So was FLoyd when he hit 30. So does that make him on Steriods or PED????

          What does Plaster have to do with Steriods??? and Pacquiao hasn't gotten Bulkier or none of that So how does that make him on Steriods?. In fact he looks more CUT at the lower weight and looks like he is healthier now. He was clearly weight drained the last couple of fights at 130. So just because he was faster then De La Hoya, Knocked out Hatton, and Took Cottos punches and punished him means he's on STERIODS Or PED?? lol I didn't know PED's numbs your body from punishment?? lol ******. If Taking Cotto's Punches really made you think he's on Steriods, i think you would have a better case saying he's on PCP then PED.

          And Floyd is scared. Thats the Bottem LINE. He retired to not fight Margarito, Cotto, Mosley, Williams, etc. then Came back and acted like he was the **** for beating a fat Marquez at WW. Now is trying to accuse pacquiao of something he has NO PROOF of because their is no PROOF. So he could get out of this fight and try to put the blame on pac Man. Pacquiao has agreed to give blood randomly if the NSAC approves it. SO i don't know where your getting at when you say he has Refused random testing. So ANYBODY with a BRAIN could see Mayweather is ducking Pacquiao.

                  Don't be so naive about Paquiao's so- called aversion to RANDOM drug testing. This is just a pissing contest. He's just trying to show that he can't be bullied into submitting himself to Mayweather's whims and caprices.

                  If NSAC will ask Pacquiao to do the Olympic Style Drug Testing, Pacman will do it in a hearbeat. OR if Floyd will agree to a 65-35 purse split in Pacman's favor.
