Well, if you watch the post fight interview with Larry Merchant, Pac says he thinks he would have KO'd Moralez if he had wore the Reyes gloves. He made no mention about this blood test, so this sounds like an exaggerated excuse to me.

It is an excuse alright but Pacquiao knows himself better than all of us here, the gloves is another excuse but if these things make him not in a 100% mental state then it would give an unfair advantage to his opponent. Mayweather or someone directly connected to him might have hinted on this testing idea especially insisting on days before the fight since there was already an evidence (like this video) that pacman might not agree with that kind of test again.
