This is my honest opinion about Mayweather.

I think he's a great fighter, very skilled, a lot of talent, but the last three years he hasn't done enough to secure his legacy as an ATG. He's a cherry picker. He was offered to fight Cotto, Margarito, Mosley, Berto, etc and turned them down.

Mayweather doesn't need to clean out the WW division, he could of fought Mosely and Berto and no one would question his greatness. But because he turned down those offers, he loses a lot of creditability in terms of his legacy. Mayweather can redeem himself by fighting Pacquiao, but he's throwing away that opportunity too.
