I think both team need to agree on the cut-off dates as with this new developments. Also Team Pac has no problem as long as it's NSAC or supervise by NSAC doing the test. Imo Pac doesn't really care as long it's not close to the fight. The guy's been fighting nothing but the best competition out there. If someones hesitant(if and only if) in his camp to make this fight happen then for sure it should not be him maybe Arum.
