Where did you get this information? Floyd started boxing at the age of 16 and won national Golden Gloves championships in 1993 (at 106 lb), 1994 (at 114 lb), and 1996 (at 125 lb). Pac started his boxing career when he was just 16 years of age and weighed 106 pounds (light flyweight) in January 22, 1995 against Edmund Ignacio. Pac won his first WBC 112 title at the age of 19, 14 days before his 20th birthday. My point? they started at the same age at the same weight. Try again.

Good point but Mayweather got overall slower, less offensive as he moved up. His power wasn't the same either. Where as Pacquiao (I'm not accusing him here) improved overall as he moved up. The difference is clear to see. One got better, other got worse.

Let's assume for argument's sake that the charts are valid.

In the first chart, it can be argued that the dip from 8.3 to 7.8 is statistically invalid since the sample size for the 7.8 isn't big enough. In addition, the 7.8 is skewed lower by the once-in-a-lifetime KO of Hatton.

The conclusion you can draw from them is that on average, Pac has had more difficulty, not less, in KO'ing his opponents as he has moved up in weight.
