Maybe, maybe not. As the world record holder at the time however he knew he was capable of finishing much better than the time he actually posted on the biggest stage he could possibly have though. Whether the blood testing actually affected him or it just wasnt his day is a matter of perspective.
Athlete claims he has been weakened by olympic drug tests

They need stricter Drug Tests on Bolt.I do recall saying "they" as in the 100m relay team he was a part and broke a world record on. Also, he ran a 9.95 in the final which was his second fastest time of the 4 races he ran. He really didn't show any weakness. Bolt's 9.69 wasn't going to be challenged by Powell no matter how strong he felt.
He's doing too good and smashing previous world records. No way he's not doping.

mayweather's plan all along was to make pac weak the night of their fight that's why they hired a third party to do the drug test not the nsac. lolComment

"Oh its just one teaspoon of blood" they say
"I just did it and nothing happen to me" they say
But they are not Manny Pacquiao, of course it easy for them to say.
They are not one who will fight in the ring.
Oh Mayweather will do the same!
But Mayweather jr uses illegal painkiller everytime, of course, he will not be affected.Comment

The sad part is that, I haven't heard of any case studies that show how most athletes' performances are affected after they submit themselves to a random blood tests. At least that should substantiate the Mayweathers' and GoldenGirl's claims that it will not affect Pacquiao's performance come fight night.
Not that I've heard Mayweather's camp spouting any REAL MEDICAL case studies. Just sayin'.
