It can happen I've seen guys at my gym get busted lips and cuts near the cheek bones as well while sparring so if Pacquiao accidentally bleeds durring sparring three days before the fight will he still fight? Lol also it takes the body less than 48 hours to recover a pint of blood and the USDA is asking for a lot less than a pint lol
