the commission did not dictate the purse split nor did they dictate the weight.

They also didn't dictate any catch-weight between Cotto vs Pacquiao, and they also didn't dictate the weight penalties that Team Pacquiao have put on Morales, Oscar, and Mayweather.

Pacquiao needs to agree to randomized testing, with a 2-3 day cutoff before the fight. That's the only way this fight is going to happen.
