Pacquiao wins this clearly IMO... He has won 3 lineal titles in 3 divisions in this decade alone. No fighter has done that this decade. He also won 6 titles in 6 different divisions in this decade alone. Nobody has done that in this decade. And, his record in this decade is 23-1-2... With wins over Barrera, JMM, Ledwaba, Hatton, Morales, Oscar, and Cotto all in this decade.

nobody in the history of boxing has ever taken the "totally flawless" USADA tests . it means that robinson, ali, pep, armstrong, duran, chavez, and other fighters who never took this test is under su****ion. therefore, they should not be given any credit whatsoever.
floyd should be automatically be crowned #1 not only for this decade, but for all time because it was his desire for better testing that will make sure that nobody would ever cheat using PED's ever again.
