It IS flawed. Well-known members of the NSAC have even publicly discussed the problems with it and have admitted that it shouldn't really be that hard to get around a drug test.

I agree on Holyfield. He was linked to some steroid thing and his explanations were pretty poor. He said stuff like "I heard Mike Tyson took steroids, but I didn't take them" and said he may have accidentally taken some steroids for a hormonal problem. "I forgot the name of the doctor who prescribed it to me, I remember the name of another doctor, but he's dead".

Also, his symptoms in the Moorer fight have been said to be consistent with HGH use.

Shane Mosley took steroids and EPO for the rematch with DLH.

Tommy Morrison has admitted steroid use, claiming that's how he got that "false positive" for HIV. That loon also claims HIV is a just "a dead piece of skin".

Then there's other guys who have tested positive, like James Toney, Fernando Vargas, Joey Gilbert. Fighters who test positive for banned diuertics may be on steroids. Certain diuertics are supposed to be masking agents for steroids.

There's not much of a way to really tell who's on steroids or other PEDs. Some people look at an athlete's physique but some fighters who have taken steroids aren't especially muscular (Toney was simply fat), and steroids are only some of the banned PEDs you can use anyway. EPO is for stamina (red blood cells).
