Erm Floyd has made more money out of boxing than Pac has!!, probably because he's not giving a large percentage to his "promoter" like Pac is , whatever happens Pac's name has been dragged through the mud and the stains shall remain as long as he refuses to take random tests .

In the first paragraph in bold it seems he is stating that blood tests are useful for detecting EPO.

For example, even without a positive urine test for EPO
hes talking about hematocrit. There are other things that can increase hematocrit like high altitude training.

he said it himself EPO can be detected in the urine also we dont know if HCT over 50% is a violation of NSAC policy
