The problem is they're trying very hard to dictate what they want and nullify the existing rules and regulations.

If Gayweather is really interested to fight Pacquiao, he needs to stop adding a lot of unacceptable requests/stipulations and modify the blood test acceptable to both parties.

One fighter agrees to the drug testing while the other doesn't and calls off the fight.
