The WBO is based out of Puerto Rico and as for the British influence it's because Frank Warren has close ties to them.

The WBO is the least significant of the 3 other titles. matter of fact it wasn't even considered a "real" title until Naseem Hamed made it famous by dumping his other titles and keeping it. Also the WBO is situated in PR. However, I can not tell you why Brits go after it, especially the ones on the come up. It is probably because it is the easiest title to acquire, and they don't **** you over with crazy maditories like the others.

Yes, Warren loves his WBO belts. Eubank, Hamed, Calzaghe.

There was an article in Boxing Monthly recently which actually said the WBO were the best and most accurate rankings.

Just like WBA is for the Japanese and Latinos other than Mexicans.

When it comes to the ranking, the WBO is good, but the IBO is probably the best, since they make sure all of the talent are ranked. What sets those two apart is they do not have crazy mandatory rules like the WBC or the IBF which are notorious for their insane sanctioning fees and forcing you to fight mandatory after mandatory on their terms.
