Why? I understand it's the first, but that doesn't make it a bad thing. If Pacquiao takes the test, passes it, and then wins the fight, he comes out looking better than ever. He is the most dominant fighter of the era and underwent the most rigorous drug testing any boxer has ever gone through, proving he is clean. Silencing the doubters once and for all.
And maybe it will set a precedent, and all big fights will have this type of testing. Would that be bad for boxing? Hell no. Cleaning up the sport can never be a bad thing. If someone is cheating, they deserve to be caught, and punished. It's as simple as that. So why is it, then, that it's such a big deal that Floyd wants to make sure that the fight is fought cleanly?
Prior to this whole mess, I did not think Manny took steroids, at all. I appreciated him as a tremendous athlete and boxer, one of the greatest of all-time and a true warrior. But after this, I have to admit some serious doubts popped into my mind, as they would for any reasonable person. If Pacquiao takes and passes the tests, he will put to rest those doubts, forever.
The people shouting "Cheater!" and calling him PacRoid or whatever will no longer have any leg to stand on. This honestly could never be a bad thing for this sport, or any sport.
