Actually, Pac said he's take the test if they were having sex. If they were having actual sexual intercourse for pure entertainment value, she'd have the right to ask for the test, because her overall well being would be at risk. Since they weren't, he refused to take the test.

Because Floyd is putting his life at stake every time he enters into a ring, he has the right to ask for more stringent testing.

Actually Tupac said he would of took the test if he was going to have a sex scene with janet but he felt they was asking him for one because he was Tupac. So yeah he would of taken the blood test and Pac should of also since he was going to fight Mayweather.
