Obviously, this is a marketing ploy by the Paquiao camp (Freddie Roach likely), to build up hype for the fight. In another week or two, Manny will agree to the testing and pass them. But it will look as if the Mayweather and Pacquiao camps truly hate each other now and bam! From 3M buys to 7.5M, just like that.
