Wow, if they have to take that much tests then the US Anti-Doping Agency is not that effective then. I mean There are other agencies(international or state) that tests drugs way fewer than that and find atheletes testing positive. USADA on Pac, several drug and 12 urine testing.

Also, the USADA is only 10 years old, what makes it the premier or best agency to test for illegal substances.
