"The United States Anti Doping Agency cannot do it because they will not amend its procedures to accommodate the blood testing schedule we have outlined. USADA, under its guidelines, would have the right to administer random blood tests as many times as they want up to weigh-in day and that is ludicrous.

"If Mayweather Promotions and Golden Boy Promotions are sincere in creating 'a level playing field,' as they stated in their [Monday news] release, our recommendations should put their minds at ease. If not, one has to wonder if their motives are more about leveling the fight."

Arum said that if they use the agencies that administer testing to the American professional sports leagues they could write down a specific set of guidelines, while USADA will conduct testing only one way.

"You gotta understand," Arum said. "I'm dealing with a Filipino fighter who is superstitious and I have to tell him they [USADA] have the power to come into his dressing room before the fight and take his blood. Any time means any time. They would put nothing in writing as to any kind of schedule. That is ludicrous. Let's bring in the testers from the NBA or the NFL or baseball."

I don't know much about PED's but what's not going to be there March 14th that would be on March 13th? Again I don't know much about it but I just want Pacquiao to take the damn tests already. I'm curious and I want this fight made.

Nothing. The tests he's agreed to are fine. You don't need people coming into his camp at 4am asking for blood, or on the day of the fight.

Another thing: a lot of people are acting (Team Mayweather included) as if he is guilty because he is refusing drugs tests. He is not refusing drugs tests per se. Simply the timing of them. He is willing to be tested several times.

Yeah and timing is everything in this world...Pac doesn't like the random formular in which the test will come. They want 3 times..(Before the press conference...30 days before the fight...and after the fight)....They want to set the times so they will know...Why do u have to know? Is it because u want to be ready? That's like me telling my girlfriend that I don't mind her stopping by my house anytime but she can only come on Monday, Thursday, and Saturday of the week. If I don't have nothing to hide then she can stop by anytime
