      Manny never actually refused to take blood tests, nor did he refuse to fight. He just doesn't want random testing. It's a bump in the negotiation process that needs to be smoothed out. Is Nike supposed to sever relations with Pacquiao over baseless allegations of drug use? He's never failed a test.

      BTW if Nike foolishly drops Pacquiao over these rumours, nobody in the Philippines will buy their clothes.

            I believe it's not a matter of the agency, but the fact that Mayweather suggested it.

            In these type of negotiations, neither side is willing to lose the upper hand. By agreeing to the tests, but with a different agency, Arum is in effect trying to compromise instead of giving the Mayweather camp any leeway.
