People need to learn to read these articles. The fight isn't on yet because Mayweather's side hasn't agreed on Arum's new terms. To be honest, I'd be surprised if they agree to those exact terms. They'll probably want one or two more blood tests inside that 30 days to make sure that Pacquiao isn't doing anything.

What this article says is that Arum basicallly agreed to tests...but not the tests GBP wanted. Hence, the fight isn't on yet.
