Does anyone know what these Infractions are?

I keep getting infractions from a couple of Filipinos and their alts when I say anything derogatory against Pac. MOSTLY OWNAGE.
One of the other posters sent me a message that he too was receiving these "infractions". What the hell are they and who can give them and what allows them to give them?
I mean I actually was given one for using the smiley with the two middle fingers?WTF?

You know what Dominicano. I wouldnt call it "being run". Because they need those things to create some sort of leverage when they have absolutely no knowledge of boxing.
They are the biggest cry babies, biggest name callers, biggest braggers that are owned when it comes to Boxing knowledge.
They need an edge just to be even and a serious edge to top others.
Its like Margaritos wins they are suspect because of not playing on a level field.
They don't play on a level field because they are constantly owned.
