Amir Khan got incredible skills and is a big name. Foreman hasnt got great skills and is unknown.

Cotto came off a lost, took a serious beating too. Cotto has every reason to target Yuri Foreman.

probably a couple of reasons, but mostly foreman might be the weakest 154 fighter available. Sergei Dzindziruk (WBO) only fights in Germany which has a reputation for robberies. Spinks has the IBF but isn't marketable at all, having lost 2 of his last 3. No money in fighting him. Martinez has the WBC but isn't well known, again not much money in fighting him, although that may have changed with his performance against Paul Williams, but still, a fast southpaw with pop on his punches, would be a pain to fight. Foreman is also a pillow thrower with only 8 KO's so neither Cotto or Pac would have to worry about the heavier punches at the higher weight.
