Is Quintana better then Martinez or did Paul Williams just get better over time?

I'm going to say Paul Williams got better over time. Also didn't Williams use Quintana as a sparring partner for his fight against Martinez? Even if you had Martinez edging the contest against Williams, you can't deny it was a close fight. Quintana clearly beat Williams.
