RIng Magazine once had Cotto as Biggest Puncher?

I was cleaning out some closets and stumbled upon some old Ring Magazines. I started to check this double issue of July 2007 before throwing it out in the garbage i noticed some of its division rankings. It had Cotto as the biggest puncher at welter. I always thought Mosley was the bigger puncher. But anyway it makes it even more remarkable that if he was so strong why did Margocheater and Pac run through his best shots?

How can RIng Magazine still have cotto in their top 10 P4P rankings? Cotto is still a good fighter but it wasen't the fact that he lost to pac but the WAY he lost that i think lowered his standing in boxing. I mean if he lost a close decision like 115-113 but he didn't do much after RD6 in the fight.
