Oscar picked the weight himself to try to make the fight look more credible, as most thought it would be an easy win for DLH since Pac hadn't fought at 147. He was wrong. It was similar logic to Floyd fighting JMM at a catchweight he hadn't made in years, to try and drum up interest for the matchup and make it seem more fair/credible, but of course, Floyd didn't actually make that weight when the time came, effectively lying to the fans. But to your question, no, Pac has said that 147 is the highest he'll go in a few interviews, so that's the official answer.
