Probably because of Bob Arum. He persuaded Pacquiao who by all accounts from his lawyer, friends, was planning to put the fight on hold until the fall. Bob convinced this was the ONLY time the fight could be made with Mayweather instead of a lesser fighter.....and now....Arum gets to announce the fight next week on his birthday...what a coincidence...he must have persuaded Pacquiao really well.

Pacquiao will have to start training the last week of December just to get in a 10 week training camp. You're talking 1 month resting/vacation between training. That's crazy for the toughest fight of your career.
