if he fights foreman at 154 or anything over 145...why couldnt cotto weight in at 147 without paying a fine??

if he fights foreman he will be exposing himself as a boxer looking for every advantage to drain his opponent..you can fight for a 154 title but made cotto come in at 145???why???
