I think this fight is big because of both of them, no one is bringing more than the other in terms of fan-base and popularity.

Maybe Mayweather has a little bit more casual fans because of his stints in WWE and Dancing With The Stars but Pacquiao is also famous everywhere he goes.

They compliment each other perfectly in and out side of the ring and I'd say they're both borderline cross-over stars right now.

Mayweather IMO.

Pac fought the better competition, but Mayweather came back from a layoff and fought a non-marketable opponent and still made a million PPV's.

Recently on a news program they tried an measure Floyd Mayweathers notoriety. They said that he was nearing but not as well known as De La Hoya. But he was close. They actually had a site that measures a stars noteriety (I will see if I can find it)
I would have to say Floyd is the A side to the Casual fans and Pac and Floyd are even to the Hardcore fan. With that said Floyd has a small edge.
