Given that boxers are athletes who train for minimum weight/maximum power, it seems logical that welter to middleweight would have the glut of participants/competitors and by extention more talent.
All I can answer to your post is......BINGO. You've exposed the needed information.

A propos of the info about the average man size, I recall reading, oh, 50 years or more ago that the average French soldier of Napoleon was about 5'2". Basically midgets, and they conquered the whole of Europe, even when the major powers were allied against them

This is a period I've always had much interest in.

If someone actually has the figures, it would be interesting to see.
According to boxrec there's 1,416 WW.

      Other figures:

      1,078 HW
      1,078 MW
      1,105 LMW
      1,320 LWW
      1,399 LW
      1.094 SFW

You are correct sir. Pac just arrived, and Floyd hasn't faced a welterweight in three years. In no way does that constitute vying for the lineal crown.

Surely they will make it lineal because of the significance of the fight.

But is Ring Magazine gonna crown one anyway if they fight?

Highly unlikely. #1 vs. #3 almost never results in a new Ring champion. Their rule is that it is only considered in exceptional circumstances, and Wlad-Chagaev is the only exception I can think of. If Mosley and Pacquiao were brothers then there'd be a case for it, but they aren't.

                    I'd put Mayweather at # 6.

                    Here is my WW ranking:

                    1. Mosley
                    2. Pacquiao
                    3. Cotto
                    4. Margarito
                    5. Clottey
                    6. Mayweather
