Here's a side by side comparison of Pacquiao and Mayweather before De la Hoya made them more famous.

Mayweather's Highest PPV before De la Hoya:

    Zab Judah - 374,000
    Arturo Gatti - 365,000
    Carlos Baldomir - 325,000

    TOTAL : 1,064,000

Pacquiao's Highest PPV Fights before De la Hoya:

Juan Manuel Marquez Rematch - 400,000
    Erik Morales 3rd Match - 360,000
Marco Antonio Barrera Rematch - 350,000

    TOTAL: 1,110,000

    * Halo Effect - a cognitive bias whereby the perception of a particular trait is influenced by the perception of the former traits.
    Marquez/Barerra/Morales >>> Baldomir/Judah/gatti as PPV attractions. Right?

In fact, Judah, Baldomir and Gatti all had their first PPV's with FMJ.

Also you had the ability to select PPV's from Pac when Floyd only had three.
Pac had two or three ppvs in the 200k range.
      i've read judah fight did 325 , 374 , 377 and 390. it's all over the place.

      best to just say 350-400k.

pacquiao fights with larios , solis and diaz did from 150-250k.

i don't know how the pacquiao-velazquez fight did but he shares that with morales. they did a pacquiao-velazquez and morales-raheem co-main event.

2 ppvs in the 200k range. But 1 was a certified stay busy fight outside of the US that wasnt even advertised until the week of the PPV

The other was a forced eliminator bout/stay busy fight even though Pac was already the mandatory challenger for the 130lb wbc belt because of the lawsuit Top rank and golden boy were having over pac's promotional rights and wouldnt let him jump right into his title shot against barrera.

          is that true?

i can't remember that far back. judah and gatti had some big fights before mayweather though so i'm trying to think they had a ppv before.

            From ESPN:

Mayweather's lopsided decision win against Zab Judah in April generated 374,000 buys and $16.8 million in revenue and his June 2005 destruction of Arturo Gatti to win a junior welterweight belt generated 365,000 buys and $16.5 million.

Floyd Mayweather's shutout victory against Carlos Baldomir to win the world welterweight championship last Saturday night in Las Vegas generated 325,000 pay-per-view buys, HBO announced Friday.
