Pacquiao may be richer than Floyd, due to his outside endorsements and work in the Pillipines. But as far as the sport of boxing goes, Mayweather is the top cash cow.

This happened with Oscar back in the day, fighters from every weight class would call out Oscar because they saw dollar signs. Marquez and Hatton did it with Floyd, perhaps finding out that the medical bills and stain on legacy weren't worth the money. Mosley is also trying to milk Floyd. The question is, why is floyd not paying his taxes? Maybe he doesn't have any money to milk and is the one wanting to milk?
