Manila is not neutral grounds because of Pac. Las Vegas is not neutral grounds because it's Floyd's turf. They should build a transparent aquarium type ring 10,000 feet under and in the middle of the Pacific Ocean and make the fight there. Then the audience will view the fight live in huge submarines with thick glass sides for viewing areas.
