    ...the answer is neither.

Because both guy's grew and they're fighting at their "natural" weight.
Pac can still make 140 comfortably Floyd can not.

The guys Pacquiao were fighting in the Phillipines early in his pro career would've been amateurs in the U.S. (considering their age).

pacquiao is 5'6, mayweather is 5'8, if it was his natural weight he would've made it handy against marquez

Yeah.. he was an amateur when he competed in those divisions, but the point is, he was the same age as Pacquiao when Pacquiao was fighting pro-fights in those divisions.

Because of the way things are done in the Phillipines (and with the proverty), however, Pac left the amateurs alot earlier.

We should also note how as you get older, your body grows.

People make it seem like Pacquiao is this blown up flyweight slaying these giants, not true.

I don't think Pac can even make 130lbs. anymore (I know for a fact that Floyd can't).

No 30 year-old is gonna weigh the same as he did when he was 16 or 17.

So while I agree that Pacquiao is a smaller man who is looking impressive with his power and abilities fighting guys much bigger than him, let's not kid ourselves into thinking that he could be fighting guys at the division he came from but he chooses to fight the bigger ones.

            **** just ain't true.

your right, maybe pac was even a little bigger then as im guessing hed be draining a bit to make that weight, ams usually fight at their walk around weight

however there is the arguement that pac was under nurished because he was really poor ,

the former 106 lber thing that people bring up all the time is irrelevant...

everyone here probably weighed less than 1lb at onetime ..... we dont count that so why should we count pacs age as a 16 yr old child

They were grown men. And, again you can not compare an amateur fight to a pro fight. Is not judged the same, it's just way different.
