Ringside judges?

How do they get their jobs? Are these people judges in the real courts or do they fill out an application on who could be more crooked? I have always wondered about this because it seems as though the same group of judges are used for every big fight.

They are used because, one; it's experience and two; because they are affiliated to the sanctioning body.
