I assume he can always say no to what's proposed by GBP, so in that sense he is his own boss.
But to think he's in control of everything and is responsible for all the decisions (promotional or otherwise), which is what he implies, then no I doubt it.Comment

In business, you hire people to do things for you. Every company hires or contracts other companies.
Floyd set up a pass-through imprint , Mayweather Promotions, to make a promoter's cut, and then he hires GBP for a flat fee to do the promotional legwork.
By not being contracted, he has negotiation leverage on a fight-by-fight basis.
