Cotto was never as fast, nor will he ever be. He was pretty quick in the first round because Manny took that round to test Cotto's power, which he explained after the fight. When Pacquiao switched gears, it was a totally different fight. Steward was wrong. He acted like Manny came out blazing, which he totally didn't.

Yeah i don't know why he would have said cotto is as fast, maybe he meant cotto's reflexes was as good as manny but usually he does a **** up job and gives good technical analysis. Not a moron imo.

I think it was more about Cotto's timing. Pacquiao is still faster.

I think it was more reaction time. Pacquiao could stop and turn on a dime whereas Cotto's brain doesnt process things as quickly. But when they both have their motor running Pacquiao only had a slight edge in speed.
