EDIT: I meant negative....I'm a Pacman fan but I think his wins should be scrutinized. But let's say he was taking perfomance enhancement drugs...do you think they would pay off Vegas officials?

yes, pacquiao NOT testing positive for steroids is a clear indication that he is in fact using steroids.
