      Mayweather Promotions is still new, signing 2-3 fights with Oscar's can bring tons of money for Pac to start promoting his own company (MP Promotions).

          It depends on where he owns the properties.I'm not sure the market value of properties in the philipines are the same as those in the USA.

                He had a fight in September. Boxers are not on Salary. You get paid when you fight.

                So, he was retired for MOST of the year.

                      Owing the taxman is not a sign of poverty but a liquidity or technical problem.If you have assets worth a certain amount,producing cash is another but they can get value thru other means e.g waiting like property,rare items,precious stones and wines.If you owned the taxman (which could be because of an incompetent accountant) you may decide not to sell your assets (which are a sign of wealth) and choose to improve liquidity thru other means.This is the reason probably why Mayweather chose not to sell any assets,@ that time his assets where undervalued.If he had done so we would never have known about his tax issues.
                      Even profitable companies have issues with the taxmen and some end up going to court.
