Man, i really don't have any answers to your logic. Maybe because you live in the states where steroids have become a normal use by athletes.
But if you live the way manny pacquiao live who always has a lot of things to be concerned of when he's in the philippines, I wouldn't think you would give a slight thought that he is on steroids. It's not that boxing takes all pacquiao's time...he has a tendency to multi task his time when he doesn't have fights. He gets invited to a "****derby" all the time, does commercials, do movies, he checks his own business ventures, he even had to host sports episodes AND act in comedy sitcoms in a famous local television network, he goes scuba diving, he goes to casinos, he gets invited by almost all politicians, he is invited for tv interviews, he is always seen with people... DO YOU REALLY THINK HE HAS TIME TAKE STEROIDS KNOWING THE SIDE EFFECTS OF SUCH DRUGS? Do you really think steroids won't affect all these things he usually does in the philippines?
Physically, steroids may help you build more muscles and may help your speed in boxing faster as you said, but psychologically it wearies more and more the user... Look at how Pacquiao handles himself in interviews, he has always been a fan-friendly and media-friendly guy...the man does not even know how to get angry at people...do steroids do that to a user too?
