look at manny's and floyd's record. 3 of their last five opponents have been the same. de la hoya, hatton, and marquez. besides those fights, both have impressive wins. floyd with castillo twice, corrales, judah, baldimir, gatti and manny with morales twice and barrera twice.
don't put too much stock into, "floyd hasn't fought the ww's". the guy is a 4 division champ, the ww division doesn't and hasn't made his career. he fought the best in two of the divisions he's fought at and went up to jmw at 150 pounds to fight a formidable de la hoya at around 170. and regardless of what is said, when they fought judah and baldimir were the top ranked ww's i think.
still, an argument can be made against pac of not fighting fighters at their legitimate weight or about roach's shenanigans. give both fighters credit, they both have shown bravery and mettle in their careers regardless if you dislike them personality wise.

And PAC's got 7 championships in 7 different divisions. The first and only one in all of boxing history.
And guess what? He did it inside the ring. His fists did all the talking.
