Why do you make this a geographical issue,it's a styles and personality thing.
Many non Americans will root for Mayweather and Many non Philipino people support Pacquiao.This is a world event not just some 2 countries fighting.When will people know about globalisation because some are still stuck in their village mentality (not you)

Having said that,the last time Manny fought a great fighter by the name of Marquez ,Manny was gifted a decision (It might serve you right that Mayweather went on to dominate that guy)

Pacquiao did beat a very game Cotto-but most who watch closely knew it would happen.I believe that Cotto was stylistically at a disadvantage just as Manny's last several opponents.He was never going to win being a fighter who is left hand dominant.His right hand (an important tool in defeating southpaws) is simply not there.Saying this,Manny went in and did his job-but I think there were some important moments in this fight that people should pay attention to.
If Manny fights Mayweather-expect Manny to lose.I say this as an observer,not as a fan of either...
