NO you dumbass, dec 31 2000 is the day that ends the first year of the new decade...genius therefore you count a decade from the begining of the decade, jan 1 2000 to the end of the decade which is dec 31 2010.
do the math. jan 1 2000 to dec 31 2010 makes one calendar year...10 years
jan 1 2000 to jan 1 2011 makes 10years plus 1 day starting the new decade....2011
