Who should be considered p4p #1: Floyd or Manny?

Who do you think is the best p4p fighter in boxing, Floyd Mayweather Jr or Manny Pacquiao?

Pacquiao, Vitali, Wlad.... Trying to think of other ones... I think thats about it at the time. If Mayweather gets his resume better at WW, then he'd be maybe... I don't think he can beat certain fighters at WW though... Not until we actually see the fight happen.
